PROJECT OVERVIEW

Key Line Construction, Inc. was engaged by Pacific Power to rebuild two 115kV transmission lines — Lines 39 and 46 — following extensive fire damage caused by the 2020 Archie Creek fire in the Douglas County, Oregon area. The scope required repair and replacement of more than 180 transmission structures and a full reconductor of over 506,000 feet of original copper conductor with ACSR (aluminum conductor steel reinforced).

Work was performed across remote, mountainous terrain within active burn-scar conditions and federal land, requiring close coordination with Pacific Power, the U.S. Forest Service, and environmental and cultural-resource consultants throughout construction.

PROJECT CHALLENGES

Extremely challenging terrain including rocky hillsides and dense forest cover within the active burn scar
Multiple structure locations with no access for conventional construction equipment, with several sites accessible only on foot
Federal land coordination with the U.S. Forest Service, including erosion-control and environmental compliance requirements
Need to identify and protect archaeological and cultural resources throughout the construction corridor.

SCOPE OF WORK

FOUNDATIONS & STRUCTURE REPLACEMENT

Repaired and replaced more than 180 transmission structures damaged by the 2020 Archie Creek fire
Walked-in pneumatic jackhammers to drill foundation holes in rocky slopes — at times with over 1,000 feet of air hose run from staging areas
Coordinated heavy-lift helicopter subcontractor to fly in 30 poles to locations inaccessible by ground equipment, then climbed and worked the structures by hand

CONDUCTOR & STRINGING

Reconductored over 506,000 feet of original copper conductor on Line 39 with ACSR (aluminum conductor steel reinforced)
Used helicopter assistance to string the sock line for conductor pulling efforts across remote and inaccessible spans
Performed all conductor pulling and sagging in compliance with Pacific Power transmission standards

CIVIL, ENVIRONMENTAL & CULTURAL COMPLIANCE

Substantial civil and environmental effort to mitigate erosion on native-surface access roads and meet U.S. Forest Service requirements
Implemented SWPPP Best Management Practices (BMPs) for stormwater, erosion, and sediment control across the project corridor
